You MAY elect to use your budget to sign fewer drivers at a higher price point, however, you will not be eligible to utilize a "Talent Driver" if you do not completely fill out your roster. Talent Drivers earn double points at each event so a team that chooses not to utilize one will likely be at a significant disadvantage.
